Sailun information construction is an operating mechanism with CIO as the core, information development application Dept as the support, combining the information management and operation system. This system includes:

• Information leading group: it consists of foreign experts, senior leaders and dept leaders. Their main responsibility is to take charge of enterprise.
  
  
• CIO: CIO is the decision-maker of the enterprise and participates the strategy making, CIO is in charge of information layout and implement and all the information building among the Depts. The main responsibility is to consider and give the strategy
  
  
• Information Development Application Dep: it provides the main technical support for the company, including ERP, MES, R&D and system integration, management guarantee, and so on. Their main responsibility is to be in charge of general layout, implement, maintenance and training of enterprise informationization. Specifically speaking, it is in responsible of the collection, statistic, management and maintenance of the information resource, providing related data to decision-makers.
  
  
• Part-time administrator in different Depts: They are in charge of the implement, operation, and relevant maintenance and training work. There are 20 R&D members in Sailun Information Development Application Dept, including 2 masters, 14 with intermediate title, and 70%

bachelors averagely aged in 27; 4 foreign experts in charge of the system structure layout and quality control management.
